How do ypu make pictures bigger on your pc.?

ive just scanned some pictures and put them on my pc only when im uploading them on a web site they are tiny. does anyone know how to make them bigger in my pictures folder

If they're tiny, and you make them bigger...then it's most likely going to turn out blurry.
