How does Canadian health care cover elective medical services?

Cosmetic surgery is covered only if it's necessary, so is acupuncture. I'm pretty sure cosmetic surgery when needed is covered 100% but I'm not sure about acupuncture. The doctor probably needs to say it was needed.
