  1. You'll be more likely to get an "upgrade" by booking a guarantee cabin.  That means the cruise line can put you in any cabin in that category [inside, outside, balcony, suite].  It may be a great location or it may be a terrible location - you save money by being willing to take a chance.

You won't get an upgrade from an inside to and outside, etc, although they may do it for a passenger who has a lot of cruises with that line.

  2. normally the upgrade works from lowest inside to highest inside - 6a - 6D  and not from inside cabin to ocean view cabin.

  3. If you book a guarantee cabin then it is up to the Cruise line to determine where your room is located.  This is done based on inventory control and yes, you can get an upgrade to a higher deck level.  The upgrades are only given in the category you booked interior to a higher deck of interiors.  So, in other words, you won't be getting a balcony or oceanview stateroom if you only booked into an interior. You can however, instead of being on deck one, get upgraded to the Lido deck or another desired deck.  It is not a guranteed upgrade but if you really don't have a preference of where you have to be located on the boat then book the guarantee staterooms.
