  1. Im guessing that you're referring to a gps enabled phone. Well... the way it works is it will triangulate your signals between 3 cell phone towers and it will bounce off of all 3. Now depending on how weak your cell phone signal is to each tower will enable a pretty accurate location as to where the cell phone and person using it is. There really isn't illegal use to it because to access another person's cell phone, you need to either, A) be from some sort of emergency services dispatch to go and log in to a cell phone's signal... or B) have a warrant to go and inquire the cell phone company about the signal and it's location.

    There really isn't an illegal way to use this. Now Sprint does offer a tracking on phones (mainly for fleets or people with children on their plan) but it runs about 15.99 per month for everyone on the Sprint network. And even then you're only able to access people sharing a plan with you. There isn't some website you can go be a member of and look up any cell phone and where they are.
