You are NOT describing all of Mexico.  There are water problems, and our food supply is suffering as most of the salmonella is from Mexican crops.  Lack of drinkable water affects economic prosperity all over the world.  Sometimes the problem is the water/watershed, and often it's the pipes and the transport of water that is the problem.  In Chiapas, there has never been a development effort, so the people are much poorer than elsewhere in Mexico.
