I think Miley has naturally curly hair. You can probably use any curling iron. I suggest getting one from Sally's because there curling irons are high quality. If your hair curls better with rollers, use them. I also recomend spiral rollers. I saw them at Sally's!

Most likely a curling iron or hot rollers and extensions.  You also have to remember that she has professional stylists doing it for her.

If your'e just wondering how they get the style to hold, it helps to spray the curls with hairspray as you go instead of waiting until you've curled all your hair.  Also, putting mousse in your hair before you start curling helps a lot. Also, you should get a ceramic curling iron. It makes better curls and is healthier for your hair. Buy a good one, not just some cheap one. It will be worth it!
