How does a Tax Measure get into a ballot?

Question

The company I work for wants to propose a tax measure in the future and wants to know the steps or process needed to actually get that measure onto a political ballot. Outline of steps and links would be nice.

Tax measures usually don't get onto ballots.  They are typically the result of legislation.
