    As an international student you would pay the international student tuition fees if the university as elected to use this category, if not you would pay the out-of-state/non-resident tuition fees.

    As long as you are an international student (F-1), you will always have to pay either the international student or out-of-state tuition fees regardless of how many years you have lived in that state.
