How does a carbon negative city work? and is it possible to build a hospital working on those principles?

  2. Carbon Negative?  Well, there is no such thing in science (unless we stop breathing as we exhale CO2).  But in political-economic terms it simply means there are more offsets and carbon sinks in place than is produced by the city.

    Sure its possible to achieve by combining two ways.

    First, reduce carbon emissions directly by making things more efficient, getting energy from non-carbon sources (hydro electric, wind, nuclear).  Reducing need for internal combustion engines - high density that allows people to walk to work.  Electrified public transit that does not spew carbon.  Bicycles.  Changing work times to avoid traffic congestion and lengthening commutes.

    Second - trap or sink the carbon produced.  Forests are a good sink - as trees grow the scrub carbon form the atmosphere.  Pump it into the ground (new technology, not perfected).
