  1. A concurrent resolution is a measure approved by both the U.S. Senate and U.S. House.  The resolution is introduced by a member in each house.  From there the resolution may be referred to a committee to may go straight to the floor for a vote.  Once approved by both houses takes effect.

    Concurrent resolutions are not signed by the President and are not laws.  They are normally used to adjourn Congress, work on the budget or express the opinion of both houses.
