  1. Your friend will need to go in person to the nearest U.S. consulate or Embassy to apply for a visa.  He will need to fill out forms, make an appt for an interview and have that interview.  If he if he is approved, he will be granted a visa.  This process takes a few months.

  2. Well he needs to apply for a B1 visa, for tourists. He needs to ask for an appointment at the US embassy in Bogota. The visa request process isn't complicated, but it does require to be careful with all the paperwork that needs to be filled. The process costs about 100 dolars, I think (all the process is carefully explained in the link)

The point of the appointment is to determine the current status of the person who wants to travel (current occupation, reason for traveling, etc.) Most people who get their Visa denied is because they don't have enough evidence that they will return to the country after their trip, so if he's studying or working, it's important for him to have documents that prove it in the moment of the interview with the consul.

  3. Charlie is right.
