How does a message board for a stock get started in yahoo's finance page?

For example, when I enter the symbol "OMPI" in Yahoo finance's get quotes, the Message Board" section is not linked.

There's no message board yet.  You can see where it should be:

http://messages.finance.yahoo.com/mb/OMP...

My guess is it takes a while after the IPO for them to set it up.  Even Vonage (symbol VG) which went public last spring doesn't have one set up.
