  1. International air service is usually regulated by bilateral treaties between the countries involved. There are exceptions. The European Union, for example, now negotiates air treaties on behalf of all member states. However, that's not common.

    The country would negotiate a treaty with the other countries with which it wants to establish airline service. Of course, there also has to be commercial demand before an airline will apply for the route. The air treaty is meaningless if no airlines are willing to fly there.
