How does a person determine how many stamps should go on a package?

I want to send a (fairly) small paperback book in the mail. Do I need to take into the post office?

Yes it has to be weighed.  Compare with fedex.

You can go on USPS.com and click on Calculate Postage tab.  You can also print out a postage via online using the "print a shipping Label" tab.  Since it's just a small paperback, choose the Media Mail option!  It's the cheapest!
