How does a ?"group"? respond to an earthquake?

I have to write about the responses from groups and various levels of government to the impacts of an earthquake.

Im guessing the level of government would be the local council/maybe the state level if its bad enough

but "groups" what "groups" respond in an earthquake and how? I do not understand this at all... hope you can shine some light on this, thanks,

  1. Take a look at the problem from the perspective of several levels:

    *  Small groups (families)

    *  Medium Groups (perhaps a school or business)

    *  Large Groups (thousands of people at a sporting event, or perhaps a section of a city hit hard by the earthquake)

    Levels of government would refer to the demonstrated respopnses from *  Local city/county government (first responders in police, fire, rescue, ambulance and local hospital);

    *  State response (organized National Guard response, organized basic medical relief); and

    *  National relief efforts (FEMA, military troops, national delivery of food, blankets, water, emergency evauations, epidemic control, and financial support.);

    and in exceptionally devastating scenarios,

    *  International government response (in rare cases where our national government is overwhelmed by the scale of the disaster and foreign governments must fly in humanitarian aid like food, water, medical supplies and doctors.)

    This should provide you with an outline of what to write about.  Just step through how an earthquake would be responded to that affected each successively larger group, then who and why each level of government would respond (or not respond).
