if you mean how to use a spinning reel, thats easy..

grip the handle with one hand with the first three fingers in front of the reel stem. then extend your pointing finger and grab the line which runs from the reel to the rod. then open the metal wire guide on the spool. find your target, then raise the rod vertically then snap the rod forward. when the rod reaches about a 45 degree angle, release your pointing finger an let the line fly.

but if you were talking about what's inside the real and the mechanics, there are actually many types and varieties to spinning reel designs so that may be a little harder to explain.. (;
