How does a tv turner work?? Laptop?

I want to know how does a tv turner works on a computer. Do I need to pay for a cable service? If I don't have cable will it only get the channels that I don't have to pay for?? Someone please I need to know everything about Tv turners!

TV tuners for desktop computers are basically a tuner card that is installed inside your computer.  You will be able to access any free local television channels over the air including high definition channels as well.  There is a USB TV tuner that does not require any installation inside your computer.  A USB TV tuner is plug into the USB port of your desktop and or laptop.  This is more easier for travel and carry around.  You will need a over the air indoor antenna for any of these tv tuners.  

Some of these tv tuners cards have a PVR software where you can record television shows onto your hard drive so if you miss any of your favorite shows it will be stored on your computer.  This is like Tivo but without any monthly fees.
