How does an individual citizen go about making an appointment to meet with the Georgia Governor?

Write a formal letter and file this at the Administrative Officer of the Governor in order to set an appointment with the governor.

You don't.  You're laboring under the misconception that the governor has some inclination to meet with ordinary people.

Although I once did have email chat and a group meeting with the Gov of California, but I think that was because we had a mutual friend.  

Actually sending an email should be easy.  Getting him to read it is another matter.  By the way, what would be the purpose of the meeting?  It makes a difference.  There are certain issues that might work.
