  1. Complex question.

    IMC plans must achieve the overall goal or your Marketing/Communications/PR Dept.  I find that some organizations develop a IMC or PR plan, but no goals or objectives are in place.  

    For example, if the goal of your communications is to increase membership in your org. then media relations, paid outreach, strategic partnerships should all focus on this one goal.  Kind of like a filter.

    Anywho--your IMC plan will have many different components and many target audiences.  Stay focused...

    IMC is all about synergy.

    An organization can establish an integrated marketing communications plan when its promotions vehicles are guided by a blueprint set by the organization.

    In the case when the organization outsources its various communications activities, the organization must be clear on synchronizing its different channels for synergy. An IMC flowchart can help in this process.
