In exploitable blackjack games, the dealer does not shuffle after each hand, therefore after each hand, the deck that the next hand is coming from is not an honest deck since cards have been removed.

The dealer plays by rules based on a standard 52 card deck,  which on average is what the dealer cards will be comprised of, however, as i mentioned at any time after the first hand the dealer is drawing from what is left of the cards.

The removal of cards from the deck, reduce or increase the frequency at which the dealer breaks.  They also increae or decrease the rate at which blackjacks are dealt, weather they be to the player or the dealer.  This is important to the card counter because blackjacks pay 3:2 also there is a point where taking insurance becomes a very profitable side bet.

Card counting systems seperate the cards that either help/hurt the dealer by asigning them positive or negetive numbers, they then may go further to asign some larger or smaller values to more accurately reflect how large of an impact they have on the game. example: the removal of a 5 from the deck is a lot larger advantage than the removal of a 2 or a 3 so the 2 card and the 3 card may be asigned a value of +1 while the 5 card is assigned a larger value like +2

Card counters keep track of the "weight" of the deck, which lets them know the proportion of high and low cards left.  This knowledge changes the odds on a given hand of blackjack.  Decks that have a higher proportion of high cards are favorable for the player, since there is an increased chance of the dealer busting by drawing a 10.  Thus, counting cards doesn't guarantee a win, but rather shifts the odds from being in the house's favor to the player's.

By the way, don't think that you can just learn to count cards and make lots of money. Counting cards only swings the odds in your favour by a couple percent. So to make money you need to bet large, and you can still lose. Unless you're putting together a highly sofisticated team don't bother trying it. You're just gonna get yourself barred from the casinos.
