how does ebay know the stuff has arrived?

what happens to the money that i spent if the stuff doesnt arrive?

Ebay doesn't care if the stuff arrives.

The money goes to the person you sent the money to.

You can complain if the stuff doesnt arrive and give the seller bad feedback.

But the whole system is based on trust and reputation.  You can be ripped off.  

If you use Paypal, there is some protection....but not much.

Ebay isnt really involved in the shipping part of orders they mostly just assume everything went fine unless you report your item not received. In that case you open a dispute with the seller and it goes from there, but Ebay is very reliable as long as you buy from respected buyers, (you can judge by their feedback scores) I have made many orders and never really had a problem
