It depends on what state you are in.  Your best bet is to contact your state's housing authority and ask them.  In general, it usually has income guidelines.  If you qualify, then they have you fill out all the proof of income paperwork (in Maine, I believe that you have to list child support as income), and then it's 30% of the income.  If you make $100 a month, you pay $30, if you make $500, then you pay $150.
