  1. Are you asking about an absentee ballot?  Yes, you can vote by mail in the presendential election, but you must be registered, same as if you voted in a precinct.  

    You have to mail in a request for an absentee ballot.  I believe you will see a request form with your voter's guide.  The board of elections will mail you back a ballot.  Return it by the deadline (which is before the actual voting day).  Make sure you use your "official" signature that you signed your voter's registration with on all correspondence.  The signatures WILL BE CHECKED by humans.  I was one of the people who did this check for several elections a few years ago in California.  If the signatures don't resemble each other, your requests may get refused.
