How does one deal with the worst example of parents? (I am not their Child)

I am living with two people. The father is an arrogant *** who blames everything on everybody else and sees himself as holy, he has instilled such fear in the children with his sarcastic sexual and hurtful remarks that the believe themselves worthless and hide in their rooms and talk to themselves. One child is clearly the favorite and swears with no consequence, the other swears and is called an fing idiot. The mother sits idly by and agrees with everything the father says, she does not deal with her children. When the father's child from a previous marriage visits ( a 6ft 17 year old) he is constantly brought to tears. I cannot sit here and do nothing but I do not believe their actions warrent social services yet.

Wow. Think of the damage he is doing to those kids. It will be long-term. Mom is not saying anything? Maybe professional counseling would help? They sound ignorant. Intelligent and smart people do not think they know it all and do not act this way. No way. But ignorant fools act this way.

edit: One thing that might be helpful but I have no idea how you would pull this off is to videotape what is going on and ask mom and dad to watch it. Maybe if they see how they treat their kids then they will be inspired to change. (like a documentary)

Actual, their actions DUE warrant a call to social services.  This is clearly verbal and emotional abuse.
