How does one determine the s*x of African Grey Parrot and do they breed in captivity?

Yes they do breed in captivity.

I've been told that only DNA testing can determine the s*x, although I have run across some people who "think" they can tell the s*x of my Grey, judging by size and talking habits.

you have to have a blood test to determine the s*x of a parrot.   Yes they do breed in captivity.  But use caution, a bird that you will breed, may act more aggressive then usual.  Also,  I had a pair and the male bit the females neck in 2.  (rough s*x I guess or maybe she said no)
