No there isn't, unless you call a nuclear EMP device electrical.  

If they are playing loud music, call the police.   If you disrupt broadcast - and that can't be aimed - you are subject to fines and possibly jail by the FCC for messing with communications.

come over pretend ur ready to party and "accidentaly" pour water on it or buy a new 1 4 dem and keep the remote

2 ways:

1) try the nice way - go over there when it's not playing & just introduce yourself saying, "hey, if I ever do anything that bugs you let me know, ok?" maybe he'll say, "me too"

Then you can say, "well, there IS this one thing....."

2) If the above doesn't work, you can always try blasting your own very different music.....
