  1. Generally, you. If it's a commercial venture, just getting a team won't cut it -- you'll need contacts and you'll need money. However,  if you want to do your own,  there are several things you need:

    1) Who will buy/read your magazine.

    2) Who does the photography, the layout, the articles and so on?

    3) Digital or paper? Digital is cheap and requires nothing beyond volunteering your time and making sure to publicize the magazine existence.

    4) Who pays for the printing costs if its paper? The nicer you want your magazine to look, the higher the price is. A real printer (look for those who do annual reports, company newsletter etc.,) can offer a few options, and many will be pricy. The cheapest, naturally is to buy a few cartons of A4 paper and photocopy and staple them. The really expensive ones are printed in colour, on nice, quality paper and so on. The fanzine model is to get sufficient pre-orders to do a print-run, but these are entirely done on cost; and the editor rarely gets more than just enough to cover the costs.
