I think I would start by talking to a Web Designer. You might think about posting a Job for a Freelance Design quote you a price.

The primary thing you need is research. It isn't hard but it is time consuming. Whatever it is you want to do price comparisons on  you will need to have all the types of brands and their prices.  Prices do change regularly in the economy we are in so the biggest challenge will be staying on top of it.  More information would have been helpful to be more specific here.
