How does one obtain civil and criminal background reports in Germany?

I need to obtain information on an individual whom I beleive committed fraud to come to the United states via marriage. This person exhibits criminal behavior here. Indeed has an extensive record of P.I., DUI, Domestic violence etc. I know this person has used 4 German surnames when she is supposed to have only 1.On her VISA application she stated she had been married one time, no record of substance abuse or acts of violence. I contacted a PI in Kitzigen and he said it is near impossible to get records over 10 years old.Is anyone familiar with German courts and law regarding this or maybe even whom to contact in Immigration?

  1. It might be possible the four different surnames are the result of three different husbands. (Just guessing)  Not sure how severe the domestic violence has been, nor the public intoxication. But crimes *here* are public record, and if this woman isn't a citizen, CIS is the appropriate agency to deal with her.  If she has used aliases, that may or may not be criminal. Neither you nor I are competent to make that judgment.

    You might contact CIS and tell them what you know. They  have the right contacts with German police.  If the woman lied on her visa application CIS is the right agency to deal with her. If your suspicions are wrong, then they'll leave her alone.

    Best bet- start with your local big airport. Ask to speak with a legacy Immigration supervisor. You may get referred to another person. I believe you'll have to identify yourself, but they will keep your identity private.  If you're wrong, it's no harm no foul. If you're right, she'll get deported, though not immediately. (She was admitted, so deportation involves legal processes.)

    Bottom line, you won't see any German criminal history. But you don't need to anyway, do you?  If this woman has committed visa fraud, someone else will deal with her. If she hasn't, there's nothing to see anyway.  .. Interesting question.
