You only need to make a party when you stand for parliament, till then start a pressure group and wait till it grows.

Make your proposal about what your group's going to be about to different people to gain support.  You can even start a group online for people to join and as it grows you can start making propaganda for it like fliers for the website or whatever and local newspapers.  Eventually your hope is to get the influence inside the political arena like lawyers and from there on up.  Hope this helped!
