Paper is the easy one to answer.

Plastic is more difficult as it depends what type of plastic it is.  Check out link below about UK Material Recovery Facilities specifically for Plastics recovery.  Loads of stuff here and its a Government site.   Bear in mind that plastics recycling is the early stages of being developed when compared to that of paper recycling.
