How does paypal debit card work?

i got approved for a paypal debit card and its being sent to me...

what i was wondering is when using it, do i have to have money on my paypal account balance?

or does it take it away from the credit card i have linked to it?

or bank account.. my account is verified and everything.

Generally, you need to have funds in your PayPal account to use it.  But you can put a backup funding source on it.  That needs to be a USD credit card or bank account.
