It does not affect the ocean by very much.  The rain water can change the salinity of the ocean's surface (only at the very top of it).  And maybe the temperature.  Other than that nothing.  A hurricane re-oxygenates the ocean and helps circulate the ocean.  almost like a filter in the fish tank. The bubbles that come out allows more oxygen to dissolve in the water.  Almost the same thing with a hurricane.  Only a hurricane churns the ocean causing 70 foot waves and forcing bubbles under water to bring back some O2 to the water.  Also the pressure is higher during a hurricane which also allows more O2 and (a little H2) to dissolve in the ocean.  Also by doing that can help the pH a little making it more neutral.
