  2. Reaction time adds a latency (delay) component to data. If this latency it isn't accounted for then it can cause unwanted behavior in a system.

    For example, a pilot flying a plane has a reaction time to sensing the plane's change of direction. The plane also has a reaction time in response to pilot input. Both have implications for example in a fly-by-wire system: if the reaction time of both isn't compensated for the system can oscillate.

  3. It depends on the application, for instance, if you have a slow reaction time, imagine how dangerous it would be to use air traffic control?! That data needs to be up to the second, otherwise people can die. If the data for a planes position is out of date, then another plane would be far mroe likely to colide with it.

    However, if you are a coin collector, within reason, it does not matter how long things take, as it is not being relied apon, however in reality it may get a little frustraiting if it is reeeally slow.
