  1. Satellites transmit messages to ground stations by radio or microwaves regardless of impending disaster.

What disaster did you have in mind?

  2. Satellites are constantly transmitting messages to the Earth and receiving messages using radio waves.  It is up to people here to interpret the data that the satellites gather to determine when and where disasters will occur.  You mentioned meteorology, so I am going to assume that you are talking about weather satellites.  The satellites monitor atmospheric conditions and transmit information to meteorologists on Earth.  The meteorologists then use this information combined with their knowledge of the laws of atmospheric physics and some pretty sophisticated computer equipment to make predictions.  So they have a pretty good idea when a storm like a hurricane or a tornado is coming, although it is sometimes hard to predict it very far ahead of time.  They also use this information to make non-disaster-related weather predictions, like whether it will be sunny or rainy outside today.

  3. No they will continue to transmit messages as they send message in radio waves which are reflected by earth and ionosphere which could not be stopped by any solid object even if there is a disaster
