How does she edit her photo like this?

How does this girl edit this photo?(:

I know she uses photoshop so don't say that ¬¬ but how does she get the skin effect and the really nice colours of the whole photo?

You can try to clicking [Filter] > [Reduce noise] and then at least some of the colors should clear up (Depending how you edit the 0 - 20 bars. I know you can do this in PS 10.0 but in older versions it will take care of it itself). Also, you can get the glow on the skin (or other light colors) by clicking [Filter] > [Distort] > [Diffuse Glow] and pull Graininess to 0, Clear Amount to 20 (or whatever is the highest in your PS) and edit the Glow Amount anyway you want! The times I've done this it looked really cool.
