How does someone get an organzation started?

I know someone who wants to start an organzation for fire victims. She has stuff already, clothes and other things. But she doesn't know how to get herself called an organzation or what she should do. Websites would be great if anyone knows of any that will help her. Thanks.

Let me suggest she join up with an existing organization instead of wasting ehr time reinventing the wheel.  There are tons of organizations that already doing a good job at the exact same thing.
