I was taught that at colder temperatures the flow of electricity through a circuit becomes more efficient. Is this true or not? How does it work?

  1. This is True.

It has to do with the electric current within the wires verses natural temperature, electric hence sparks hence HEAT, and in most computer boxes the wires are all jumbled together and that is why there is a fan, to keep it cooler and make internet connectoin faster.

  2. Higher temperatures in active devices usually means greater resistance and noise. Also the internal functions of the device are adversely affected by increased electrical leakage (especially for lower power devices).

The big effect of high temperature is decreasd reliability. Increased failure rates due to higher thermal stress and materials diffusion.
