How does the Naked Cowboy get away with running around in public in only underwear?

I'm sure if I went outsite at my town with just underwear on, I'd get in trouble with the authorities somehow. Right? Isn't there some kind of law about that?

  1. Since everything is covered there is no indecent exposure so it is completely legal.  Now if you wore only boxers and had a gaping fly hole or something, that could be an entirely different story.  


  2. He also wears a hat and boots. IMO he's the "Almost-Naked" Cowboy.

There's really nothing wrong with wearing tighty-whities in public since the man's privates are fully covered.  It's the same as though we were wearing a Speedo.  Naked Cowboy is an entertainer and his white briefs have become his trademark.  There's nothing particularly taboo about underpants.  However, that does depend upon where you live and what the "morals" in your area might be.  Some peole think even the merest peek of someone's underpants is wicked and sinful.  What?  They're only pants.

  4. If he's got underwear on, he's not naked.  That's false advertising.
