How does the OECD manipulate education in its member and non member countries for its personal gain?

OECD- (The Organisation for Economic Co-operation and Development)- is an international organization that makes reports and studies to evaluate the changing trends in countries all over the world (this includes economy, education, finances, environment, etc.)

If you don´t know the answer specifically, please tell me how you think that any organization can manipulate education and what it would gain. Anything helps. Thanks!
