  1. Corrections in theory is designed to provide the essential elements of punishment. Incapacitation through incarceration, retribution through punishment, Rehabilitation through programs managed by professionals (although some of the offenders have yet to be HAbilitated let alone RE-habilitated.). There is a book called Just Desserts that goes through the process of recidivism and why "nothing works" in corrections.

    While law enforcement is hard at work trying to catch the bad guys, Corrections professionals are hard at work trying to turn them in to pro-social members of society, so that they have a lesser chance of recidivism. Hope this helps.  


  2. The criminals come out with worse behavior and more criminal knowledge than before they went in.
