How does the government or military obtain your medical records?

Do they contact your insurance company and get billing information and then get the records from the doctor or hospital?

You would have to sign a release for them to be sent to the military-- they cant obtain them without your consent, then the hospital or doctor would mail them. Billing information is completely irrelevant.
