How does the smart phone cards works with public phones? Do they connect with Internet while reducing units?

I would really appreciate if someone can tell me where can I find details about this process. I mean when you put the card which it contains a small chip; what is happening? Is the connection between only the card and the phone machine? is there any third part involved with counting unites? Anyway thanks in advance for your help to understand this.

/ The Smart Card unites with a general land number.  The phone machine is actually the third party doing nothing but helping with the connection.
