  4. Design of a structure doesnt have a definition. In a nut-shell: design of a structure is an iterative procedure. To start off, a reasonable assumption to the structure is made and using the concepts of strength of materials and relevant design codes, solution is obtained. If solution satisfies all safety factors and is still within permissible load bearing capacity of the assumed structure, the assumption is the correct solution. If not the assumption is revised until the solution seems reasonable to the solver and reviewer.

  5. First you plan your requirement. Then study the loads and decide the dimensions of beams and columns based on the loads.  Safety factor is very high in civil structures. Not only vertical loads, you must also take into account the lateral forces during earth quakes.  You must study Strength of Materials to understand all these.
