How does the sun in Illinois compare to Florida?? Details?

I'm always having a debate on the intensity of the sun and can't seem to find more info on the internet.

For example if it was the summertime with clear skies. Some claim that 10min in the sun in Florida would be the equivalent of 30min in Illinois.

Or that the intensity of the sun in the summer in Illinois would be equal to the Spring in Florida.

Can anyone shed some light on this?? (hahaha)

Look for maps of solar radiation or ultraviolet radiation in the united states.
