its a photoshop trick, a pic is taken while the people inn the background are moving causing a blurred effect, the pic is taken many times giving a kind of play by play afect making the people look like they are quickly moving, once the animation of the people moving is finished, the center girl is photo shoped over the origonal images

time lapse stop motion animation , you can have person stand in street, and take several photos within a relatively short time span, then re-edit with video editor or gif animator to splice together set of images, check you software with camera and video and movie maker,
