How does total quality management affect environmental management?

TQM can easily be applied to env. mgmt., the Corps of Engineers did it during the early 90s, but have since moved to other programs.  One of the main detractions for the use of TQM is as usual, the cost.  Some of the larger, well funded companies (Shaw, Bechtel-Jacobs, Halliburton) still use TQM, or a version of it, but most of the mid-small size env mgmt firms simply cannot afford the cost.

Similarly, ISO 9001 was supposed to be the future of env. mgmt, but other than nuclear programs and some research facilities, has no place in the business end of env. mgmt.

Basically, TQM is sound, but is a luxury item.
