A baroclinic zone over warm ocean waters causes the development. A rising motion develops along with counterclockwise spin with the help of mid and upper levels. Read more at the link.

In short these storms develop with a rotation of thunderstorm clouds..  starts as  a wave of lower pressure, then closes off into a low.   If the area ahead of that low is favorable for development and has the necessary energy,  it becomes a depression, tropical wave and then a hurricane.
