  1. No, your earnings generally don't go to paying your tuition. (some small private college may be an exception).

Work study is the opportunity to get a specially designated work study job (usually on campus) and earn money (up to the amount you are awarded) just like a regular job.  You get paid every few weeks or monthly just like a regular job and you can do anything you want with the money just like a regular job.  Also, just like a job you are responsible for finding a place to work.  You will have to interview and apply and many schools competition for these positions is fierce.

Pros of a work study job is the money you earn doesn't count against you when you apply for financial aid next year.  Your bosses will be very flexible with your schedule and some will let you work on homework when you are there.  Also work study jobs are in almost every department on campus.  Accounting major?  Check with that dept if they have any openings.

Cons of work study is the jobs are usually minimum wage, but some tutoring jobs are a little higher.  Another con is the limit on how much you can earn.  If you calculate it up, its usually not more than 15 or 20 hours a week.  If you need more cash than that, you have to get an outside job as well.  (I worked two jobs when I was in college. Campus library and gas station.)
