How dont to pay access to internet (of legal way)?

Would be possible to create a web with my neighbours - first with cuprum wires - (with my PC like server), to distribute it...and after, interconnect it with others house groups and after cities, but without traditional connection?

How to do to connect it to internet (of same way universities do)? of couse, some PCs would have to be servers, but isnt possible?

  1. Sounds like you want a single account to support a large, widespread network.  There's a little thing called "bandwidth" that would get in your way.  If enough people get on, they each put a demand on the connection, eventually reaching the maximum bit-flow (bandwidth) the line can handle.
